Millville's Budget

The City has been developing a financial plan over the past 4 years and it is finally falling into place. The city conducted a land sale to NJMS that helped decrease the debt service, eliminated 7 positions through attrition, used some surplus (as directed by the state), decreased overtime by 8% , used $425,000 of PILOT payments, UEZ funds to pay for infrastructure improvements and to pay for 80% of the salaries of (5) police and (4) firefighters and several other cost saving measures. The increase in rateables also increased the value of a penny from $140,000 to $145,000. We are also faced with contracts with Council 18, PBA, Superior Officers and the Administrative unit. Mr. Porecca questioned the increase in legal which was funny since part of the increase is because of his 2 lawsuits against the city! They really were hard pressed to say anything – but that never stops them – because the municipal rate in 2006-07 was $1.14 and in 2009 it is $1.13.

Duh! Of course they would lower what was a highball figure to begin with. Because individuals, who are clueless, like yourself, don't realize that this budget falls on an election year for our Commission. Did you miss the part of the airing of the meeting where there were numerous mistakes in the reporting of finances and the city is lowballing the abatement receipts so they can put moneys in reserve instead of reducing taxes further or paying off the ever growing city debt. If you like the trees in Phil. I'm certain they have homes for rent/sale and it would be closer to work. Maybe they will give you $700.00 to leave?

The budget was reduced because they moved salaries into other areas (i.e., water, sewage, RAD). Imagine that you pay public employees out of a dept (RAD) which is borrowed money. And very soon they will be proposing an increase in water and sewage to help pay for the "operating costs" which include salaries that were previously paid out of the general fund. But the general fund didn't decreae by the amount they transered out, therefore an increase in taxes.

Hello Carl,
Didn't realize you were still around. Thought you left after the Republicans "asked" you to step down. Between that and your court ordered payment I was certain you would leave town. That's right, you had to stay around to answer the complaints filed against you by your neighbors. I would imagine it is difficult for them living in a neighborhood with people who continally distrub the peace.

The problem with anonymous posts is the imbalance of power they create. The anonymous poster has all the power. The scumbags hide behind their anonymity while they go after the individuals who have revealed their identity. The slime making the above comment about Johnson is probably the same slime that had a field day on the DJ Forum. This very sick individual has something personal going on -- maybe it's political(an MFer), but it sounds to me more like mental illness. I'm not sure forums and blogs should provide the opportunity for sick individuals to spread their hatred, but maybe it keeps them from beating their kids.

Perhaps it does keep them from beating their kids. Not a problem for those who don't even know or care that they have children (dead beat parents). Read a while back where Mr. Johnson had stated he has paid $78,000 in child support. On the surface it sounds like a lot of money. Over 10-years that's $7,800 a year. Three children into that figure is $2,600per child per year. Now I want to know who can feed, clothe, provide medical and shelter for a child at $2,600 per year? So if Mr. Johnson is looking for sympathy, he would do well to get off the bar stool, get a job and do what men do when they have children - support them. He would like people to believe that he is concerned about crime and teen pregnancy, but his actions or lack thereof are a direct result of crime and teen pregnancy.
Remember Carl, you are the one who stated: When you are an artist bad publicity is better than no publicity. So enjoy the fruits of your labors.

Obsessions. Interesting. What about the obsession with Paul Porreca, Emil Van Hook, Bob Tesoroni, and Millville First (MFers) as Carl prefers to call them? And the attacks are not just limited to these individuals. Carl talks tough when he has Dottie protecting him. What is he going to do now that the Guardian Angels have pulled out of Millville? Here is a thought. Stop throwing stones and others may stop picking them up and throwing them back.
